    Plant City Selects City Manager Finalists

    PLANT CITY, FLORIDA (JANUARY 10, 2018) – The City of Plant City has announced the names of six finalists in the search for a new City Manager. The six finalists will have on-site interviews on January 17-19.

    The interview process will include community tours and candidate senior staff engagement sessions, as well as a Meet & Greet, scheduled for Wednesday, January 17th, from 5:30 PM – 7:00 PM at the Hillsborough Community College John R. Trinkle Center, located at 1206 N. Park Road, Plant City, Florida. The public is invited to attend the Meet & Greet on the 17th and public interviews on the 18th and 19th in the Commission Chambers at City Hall.

    The City Council selected Strategic Government Resources (SGR) to conduct and manage the nationwide search that resulted in an outstanding pool of candidates. The City received 55 applications from individuals in 21 US states and one Canadian province, with 35 of the applicants having City Manager or Assistant City Manager experience.

    Candidate vetting included a comprehensive questionnaire, online interviews, a psychometric assessment, a thorough media search, and a rigorous background investigation.
    The finalists:

    Jamie Croteau has over 20 years of local government experience. She is currently the Management Services Director for the City of Boca Raton, Florida, a position she has held since December 2015. Previously, she served as the City Manager for the City of Orange City, the Assistant City Manager for the City of Ocoee, the Administrative Services Director for Seminole County, and the Human Resources Administrator for Orange County, all located in Florida. Croteau is a member of ICMA and the Florida City/County Management Association and is also an ICMA Credentialed City Manager. She holds a master’s degree in business administration from the University of Central Florida and a bachelor’s degree in economics from Florida State University.

    Jonathan Evans has almost 20 years of local government experience. He most recently served as City Manager for the City of Riviera Beach, Florida, during 2017. Previously, he served as Assistant County Administrator for Sarasota County, City Manager and Assistant City Manager for the City of Haines City, and Assistant to the City Manager for the City of Largo, all located in Florida. Prior to this, he served as the Recreation Manager for the Town of Celebration and the Recreation Site Supervisor for the City of St. Cloud, both located in Florida. Evans is an ICMA Credentialed City Manager and has National Incident Management Systems Certifications (ICS). He is also on the Board of Directors for the Florida City/County Management Association and is a member of ICMA, the University of Central Florida
    Public Administration Advisory Board, the National Forum for Black Public Administrators, the Government Finance Officers of America, the Florida Parks and Recreation Association, and the Polk State College Business Advisory Board. He holds a master’s degree in business administration from Saint Leo University, as well as a master’s degree in public administration and a bachelor’s degree in social work from the University of Central Florida.

    Jeffrey (Jeff) Brown has over 25 years of local government experience. He is currently the City Manager for the City of Panama City, Florida, a position he has held since 2014, having previously served as their Assistant City Manager. Prior to his tenure in Panama City, he served as City Manager for the City of Frostproof, Assistant to the City Manager in Auburndale, and Planner for Polk County, all located in Florida. Brown is a member of ICMA and the Florida City/County Management Association. He holds a master’s degree in public administration from the University of South Florida and a bachelor’s degree in political science from the University of Florida.

    Billy (Bill) McDaniel has over 30 years of local government experience with the City of Plant City, where he is currently the Assistant City Manager, a position he has held since 2013. Prior to his current post, he served the Plant City Police Department in the roles of Chief, Captain, and Police Officer during his tenure with the department from 1985 to 2012. McDaniel is a member of ICMA and the Florida City/County Management Association. He holds a bachelor’s degree in organizational management from Warner Southern College.

    Michael (Shawn) Sherrouse has over 20 years of local government experience. He is currently the Assistant City Manager for the City of Lakeland, Florida, a position he has held since 2016. Previously he served as the Assistant City Manager, Assistant to the City Manager, and Community Development Director for the City of Auburndale, and as Branch Office Manager/Residential Appraisal Supervisor for Polk County, both in Florida. Prior to this, he was in the United States Marine Corps. Sherrouse is a member of ICMA and the Florida City/County Management Association, and is a Student Chapter Member of the University of the South Florida International City/County Management Association. He holds a master’s degree in public administration from the University of South Florida and a bachelor’s degree in organizational management from Warner University.

    Robert (Bob) Middaugh has 40 years of local government experience. He is currently the Assistant County Administrator in Loudoun County, Virginia, a position he has held since 2015. Previously he served as the County Administrator for James City County, Virginia. Prior to this, he served as the Assistant City Manager for the City of Miami Beach, Florida, City Manager for the City of Wheat Ridge, Colorado, Town Manager for the Town of Watertown, Connecticut, and City Administrator for the City of Elk River, Minnesota. Middaugh is a member of ICMA, the Virginia Association of Counties, and the National Association of County Administrators. He has a master’s degree in public administration from the University of Colorado and a bachelor’s degree in public administration from Miami University.
